I recently finished Shadowrun Returns which I purchased on Steam, and I enjoyed the game a lot. I'm looking forward to the expansion which comes out near the end of this month. I'm playing The Banner Saga right now which is another tactical RPG made by some ex-Bioware developers. It's pretty good so far. It also has elements of Oregon Trail and the usual dialog options that come with a Bioware game.

Are there any other good tactical RPGs on Steam that I should get, other than XCOM: Enemy Unknown? I want to get the old Fallout games but they're not available right now due to a licensing switch I believe. I'm not really looking for "Civ 5" type games, or anything like that.

I saw the title of this thread got excited, rushed over here ready to list a bunch of games for you to play, then saw steam......

SRPGs are not really a widespread genre on the PC scene. You have your classics like xcom, the recent xcom was amazing and I would definitely recommend that you play that. But really you want to get in on the PS1/PSP if you want to play some SRPGs.

The PC side has lots of great RTS games to play but thats a whole different story, I would recommend Commandos 2 if you are looking for a game with strategy elements on the PC. It's a really hard game to classify but it is amazing (in my top 5 games of all time), try looking at some youtube videos of it and go from there, it should be pretty cheap on steam/GOG.

It's not a huge scene on PC, that's true.

Agarest: Generations of War was recently ported to PC, and they did a pretty decent job of it. Ghostlight have also confirmed they will be bringing Agarest Zero to Steam too, which is always good news.

Don't feel bad about downloading the Fallout games, GoG gave them away for completely free and only Bethesda will get money for it if it DOES return to sale anywhere. If you can find the GoG versions, they also include a lot of fixes and stuff that make them run pretty much perfectly on new systems. And you SHOULD play them, they are fantastic.

If you don't want to play the new one, you can look up oldschool XCom: UFO Defence and Terror From The Deep. I actually think they are better than the newer Enemy Unknown, though the recent expansion may have remedied some of the issues I had with it (i've not tried it myself).

You should give Wesnoth a shot: http://www.wesnoth.org/ It's not got much RPG in it, but it's totally free, so it's worth trying to see if you like it.

My last recommendation for older games is Heroes Of Might And Magic 3. It is, with no doubt in my mind, the best turn based/strategy game ever made. And it mixes in a lot of RPG elements too. You can hire heroes, level them up with gear/spells/skills etc, and they act as your generals, while all the fighting is done between minions/armies you recruit on turn based battle screens. And it mixes in a little of the city management stuff from Civ games, but not nearly as complex (you can't even build new cities, only capture currently existing ones). I absolutely recommend you give it a look if you are at all interested: http://www.gog.com/game/heroes_of_might_and_magic_3_complete_edition

For stuff coming up? Check out Wasteland 2: http://www.youtube.com/watch?v=sdmGthYqTbo I kickstarted this a long ass time ago and it still hasn't been finished, but it's in early access Alpha now and it's starting to look really good.

Divinity: Original Sin is also in early access: http://www.youtube.com/watch?v=_4ldAs1hFSs And it's starting to look fantastic too.

Both have turn based/action point style combat, so since that's what you seem to be in to you should check them out :) But I don't recommend buying in to any early access game unless you are really invested in it, and trust the dev. Which I did with Wasteland, hence my Kickstart :P
